The city's new Erosion and Sediment Control (ESC) Program, supported by the 4-1-N Land Disturbance Ordinance, establishes substantive and procedural requirements to protect water quality in streams and wetlands by controlling erosion, sedimentation, and related environmental damage caused by construction-related or other soil disturbing activities. Overall, the program seeks to:

• Promote the coexistence of the natural environment and quality, planned development, as outlined in Vision 2020 and in the city's new watershed management program policies

• Protect water quality and natural stream assets

• Protect property from damage due to erosion, and

• Minimize non-storm water discharges into the storm sewer system.

The city intends to work in partnership with local developers, builders and contractors to determine the best means of reducing erosion and sediment loss from construction sites. The city intends to use a performance-based approach, encouraging local partners to identify the "best management practices" (BMP's) that are most effective for their sites.
